Abstract
This article sought to justify the thirteen percent oil derivation revenue allocated by the Federal Government to the oil-producing States of the Niger Delta region of Nigeria as an expression of distributive justice, but more specifically, as a human right. The problem this study attempted to solve was the idea that the Federal Government was doing the Niger Delta State a favour. The position of this paper is that it is the right of the oil-producing states to receive this allocation. Complementary Reflection Philosophy and the natural law theory were deployed for justifying this argument. The methods used in this study were historical, conceptual and critical analyses.
