TVET Policies and Implementation in Higher Institutions in Enugu State Nigeria
Abstract
The development and expansion of TVET as continuing education and training within the framework of lifelong learning is one of the major objectives for national development and economic growth. However, policies have been put in place to guide and strengthen not only TVET programmes but also to establish a framework that will translate TVET to a sustainable-driven venture for nations’ economic growth. In Nigeria, several policies have been promulgated by the government with little or low implementation and poor emphasis on quality assurance. Therefore, this study focused on determining TVET Policies and Implementation in Higher Institutions in Enugu State Nigeria. The study adopted a survey research design and was conducted in tertiary institutions in Enugu State. The population of the study was 148 TVET educators consisting of 86 from universities and 62 from colleges of education. Three research questions guided the study while three hypotheses were tested at 0.05 level of significance. A structured questionnaire developed by the researchers was used as an instrument for data collection. The instrument was face-validated by three experts from the Department of Business Education, University of Nigeria Nsukka. To determine the internal consistency of the instrument, the Cronbach Alpha reliability method was used which yielded high coefficients of 0.84 for the extent of implementation, 0.88 for challenges and 0.86 for strategies with an overall reliability coefficient of 0.86. Data collected were analyzed using mean and standard deviation to answer the research questions and t-test was used to test the hypotheses. IBM SPSS version 22.0 was used as a statistical tool for data analysis. The study found among others that the extent TVET policies has been implemented in tertiary Institutions in Enugu State is significantly low. It was therefore recommended among others, that the government should make provision for monitoring, controlling and getting feedback as well as intact laws to punish anyone involve in mismanagement of TVET fund.
